Summary of the contracting process

Birmingham City Council is currently conducting an early market engagement event titled "Early Market Engagement Event for Hackney Carriage Rental Scheme." This initiative, aimed at establishing a taxi rental scheme for local hackney carriage drivers to rent Ultra Low Emission Vehicles (ULEVs), is classified under the motor vehicle industry category. The engagement period runs from 9th October to 23rd October 2020, with virtual consultation meetings scheduled from 12th to 30th October 2020. Interested suppliers should register their interest through the Council's e-tendering system by the established deadline to participate and contribute to shaping the service specifications.

This procurement opportunity presents growth prospects for businesses specialising in vehicle rental and transport services, particularly those focusing on environmentally friendly options such as electric or ultra-low emission vehicles. Small and medium-sized enterprises (SMEs) are encouraged to partake in this process, as the Council seeks input from a diverse range of potential rental scheme operators. By engaging in this early market exercise, businesses can influence the development of the upcoming procurement strategy, enhancing their competitive edge for the forthcoming five-year contract expected to commence in 2021.

Notice Title

Early Market Engagement Event for Hackney Carriage Rental Scheme

Notice Description

Birmingham City Council is undertaking early market engagement activities to inform its procurement strategy to source a supplier to deliver a Hackney Carriage Rental Scheme. The supplier will be required to establish a taxi rental scheme to enable local hackney carriage taxi drivers registered to the Council to rent Ultra Low Emission Vehicles (ULEVs). The event will operate from Friday 9th October until Friday 23rd October 2020. The Council has secured funding as part of a wider package of financial support for the Birmingham taxi community for the purchase of vehicles and is seeking input from a number of potential operators of the rental scheme to shape its outline service specification. The aim of the market engagement event is to understand the deliverability of the scheme based on a draft set of service requirements which will be made available to suppliers who wish to register their interest in the exercise. Suppliers will be required to review a draft set of service requirements and meet virtually with the Council to discuss their feedback. Virtual meetings will take place from week commencing 12th October until Friday 30th October 2020. It is anticipated that the contract will be for a period of 5 years (commencing in 2021) following a formal procurement exercise to appoint a supplier. The Council will be using its free to use e-tendering system (in-tend) for the administration of this market engagement event. If you wish to register your interest in the exercise, please click on the following link to access https://in-tendhost.co.uk/birminghamcc/ and submit your details to register. You will then be sent details on how to log on which will enable you to download all relevant market engagement documentation. You will also be required to provide your availability to meet with the Council during 12th and 30th October 2020. A member of the Clean Air Zone Programme will contact you to arrange a virtual meeting to discuss your feedback on the outline specification. It must be noted that this early market engagement event is not the start of a formal procurement process and no statement made by any party during the market engagement meetings will form a part of the subsequent procurement processes - participation in this market engagement exercise does not commit either party to participate in the subsequent procurement processes - participation in this market engagement exercise is not a condition of participating in the full procurement process.
