Summary of the contracting process

The NHS Arden and Greater East Midlands Commissioning Support Unit is initiating a tender for the "Virtual Market Engagement Event for Alternative Provider Medical Services (APMS)" aimed at establishing a new GP practice in North Nuneaton, located in the West Midlands region of the United Kingdom. Currently in the planning stage, this procurement process is seeking market input, with a key engagement deadline set for 14:00 on 12th March 2021. The proposed contract duration is 15 years, subject to approval, and is classified under general-practitioner services (CPV code 85121100). Stakeholders are invited to a Webinar on 16th March 2021 to discuss the project further and explore future commissioning intentions.

This tender presents significant opportunities for businesses in the healthcare sector, particularly those capable of providing primary medical care services led by general practitioners and supported by nursing and clinical professionals. Given the projected population growth in the area, firms specialising in healthcare delivery, patient engagement, and innovative service provision would be well-suited to compete. Additionally, community-focused organisations, including small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), are encouraged to participate, offering them a chance to contribute to the evolving healthcare landscape in North Nuneaton.

Notice Title

Virtual Market Engagement Event for Alternative Provider Medical Services (APMS) for a new GP practice in North Nuneaton

Notice Description

NHS Arden and Greater East Midlands Commissioning Support Unit on behalf of Warwickshire North CCG (the Commissioner) would like to inform the market of the intention to procure GP Services (APMS) for a new GP practice in North Nuneaton. The Commissioner is seeking market input to support the development of its proposals prior to publication of the formal procurement opportunity. If your organisation wishes to contribute, please register against Quote/tender 43367 in EU Supply (https://uk.eu-supply.com/login.asp?B=agcsu) and complete the short questionnaire providing any rationale behind your responses. This information will be kept confidential and considered in designing the scope of the service. The Commissioner is looking to procure new primary medical care services in the North Nuneaton (Weddington) area. GP cover is needed in this area due to the predicted population growth of 4000 homes and up to 10,000 new people through to 2031. The new practice will initially be located at an interim site at St Nicolas Park Clinic but will subsequently relocate to a new building. A CCG stakeholder workshop has identified Top Farm as the preferred site of the new building. A final decision on the site is dependent on the outcome of the Warwickshire County Council schools bid which would support the financial viability of this site linked to investment associated with the build of a new secondary school. The suggested contract duration is 8 years; with the option to extend for a further 7 years (total contract duration of 15 years), however this is subject to approval from NHSE Commercial Executive Group. The service must be GP led and provided by GPs, nurses and other clinical professionals or healthcare workers. The successful Provider will be expected to: * Provide primary care services which are accessible, convenient and responsive * Design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment * Reduce unplanned admissions to hospital by enabling patients to seek urgent care from a GP or Nurse practitioner * Have processes in place to evaluate and continually improve on patient satisfaction * Have processes in place to engage effectively with the local communities * Participate in National Quality and Outcomes Framework (QOF) * Be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant Directions as specified by the commissioner on an annual basis. * Promote healthy living with the aim of tackling the underlying causes of ill health. * Work in a network with other practices across the local area. The Commissioners will be holding a Webinar at 10:45am on Tuesday 16th March 2021. Dial in details for the Webinar will be circulated to delegates once the registration process closes at 14:00 on Friday 12th March 2021. Additional information: The Webinar will provide details about the new GP practice, including the patient demographic, proposed premises, details of the local area and future commissioning intentions of NHS Warwickshire North Clinical Commissioning Group. There will also be a procurement presentation with hints and tips for preparing a bid. There will not be an opportunity for organisations to ask questions during the Webinar, but any questions can be submitted through the EU Supply portal (Tender/Quote 43367) once the Webinar has finished. The Commissioner will then provide a response to all questions received. If further information is required, the Commissioner will be giving potential providers the opportunity for one to one telephone discussions with the Commissioning Team on the afternoon of Wednesday 14th April. The objective of these sessions is to discuss the service and understand any issues and concerns that may stop a potential provider from tendering for the opportunity. Providers must note meeting slots are available on a first come first serve basis and if your preferred time slot is not available, the next available time slot will be allocated to you. A time slot will only be booked once the provider has confirmed acceptance of the allocated timeslot. The telephone appointments will last no more than 20 minutes per provider. To book an appointment and register for the Market Engagement Webinar, please register against Quote/Tender 43367 in EU Supply and complete the short questionnaire. The deadline to register is 14:00 on Friday 12th March 2021. Please see bookable telephone appointment slots below. Available Market Engagement telephone appointments on 14th April 2021: 1.00pm, 1:20pm, 1:40pm, 2.00pm, 2.20pm, 2.40pm, 3.00pm, 3.20pm, 3.40pm, 4.00pm An expression of interest in this PIN will not automatically entitle involvement in any future procurement exercise. The subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement when published.
