The primary aim of the service is to deliver a key priority in Wirral's Housing Strategy to "Increase the energy efficiency of Wirral's housing stock, focussing on private households in fuel poverty or vulnerable to the cold, through the provision of advice and signposting for grants or loans." The contract provides for home visits, telephone and face-to-face advice provision.
