Summary of the contracting process

Medway Council is currently involved in the procurement process for a Children's Residential Assessment Unit aimed at providing support for 14 to 17-year-olds. The procurement is being conducted through a selective process, specifically a Competitive Dialogue method. The contract, which is valued at £5,873,000, encompasses the establishment of a four-bed assessment unit at the Old Vicarage in Upnor and aims for completion by the end of the current tender period, which concluded on 11 March 2021. The contract is set to commence on 15 June 2021 and will run until 14 June 2026, with the project falling under the health and social work services category in the South East region of England.

This tender represents an excellent opportunity for businesses, particularly those in the social care and support services sector, to engage with local authorities and build capacity in children's services. Organisations with experience in operating children's homes, capable of attaining Ofsted registration, and those that can provide tailored support for complex young people will be particularly well-suited to compete for this contract. Additionally, small and medium-sized enterprises and voluntary, community, and social enterprises are actively encouraged to participate, fostering a diverse range of providers to meet the needs of the young individuals involved.

Notice Title

Children's Residential Assessment Unit

Notice Description

Medway Council is proposing to procure a Children's Residential Assessment Unit for 14 to 17 year olds. The aim of the Assessment Unit is to ensure that a young person's chances of returning to the care of their family are maximised, or where this is not possible, to undertake holistic assessment of the young person's needs to engage the correct follow-on support. The Unit will be supported by an Outreach Team. The Council is proposing to commission a provider to undertake two projects with us. The procurement will be managed through a Competitive Dialogue process. - Project 1 - Unit 1: to set up and deliver as soon as practicable, a four-bed assessment unit children's home from the site of the Old Vicarage in Upnor previously a children's home. The provider will be experienced in running a children's home, registering and maintaining an Ofsted registration and working with complex young people. The provider will provide short term residential assessment placements underpinned by an evidence-based methodology and supported by an outreach team. - Project 2 - Future Units: the provider will also work with the Council to scope out and establish two other four-bed assessment units to be delivered with a more specific eligibility than Unit 1 and from different sites. The data gathered during Project 1 will inform the specific nature of the two future units to be established. Prospective providers must initially complete a selection questionnaire (SQ) which can be downloaded from the Kent Business Portal.
