The purpose of this study is: i. To establish the demand for another multiple use community facility in Silver End, who the various users are, quantify and assess their needs against the existing community facilities currently available within the village. ii. Consider options including funding opportunities for the future use of the pavilion as a potential multiple use facility in line with 1 and provide indicative costs of any refurbishment/conversion or extension. iii. Review the existing management and operational arrangements of the pavilion and the different operating models that will best meet the needs of the local community and a facility that is financially sustainable independently of the Council's current funding in the future.
