Summary of the contracting process

The Defence Science and Technology Laboratory (DSTL), located in Salisbury, England, has concluded a public procurement process for the project titled "Kestrel Vision SWIR - Test and demonstration of Multivariate Optical Elements (MOEs) for spectral target detection." This initiative falls under the category of research and development services, specifically aimed at assessing Short Wave Infra Red (SWIR) technologies. The tender, which was executed through a selective procurement method as a call-off from a framework agreement, concluded on 14th February 2022, while the contract period ran from 29th March to 31st March 2022. The awarded contract, valued at £24,903, was given to BAE SYSTEMS (FARNBOROUGH 3) LIMITED.

This tender presents an opportunity for small and medium-sized enterprises (SMEs) that have expertise in advanced imaging and optical technologies, particularly those that specialise in research and development services. Businesses that focus on innovative materials detection and imaging systems may find significant potential for growth by engaging in similar contracts within the defence and technology sectors. As procurement processes like this tend to recur, there are ongoing chances for suppliers with the right capabilities to expand their portfolio and secure future contracts.

Notice Title

Kestrel Vision SWIR - Test and demonstration of Multivariate Optical Elements (MOEs) for spectral target detection

Notice Description

The Authority wishes to conduct an experiment to assess the utility of Short Wave Infra Red (SWIR) Multivariate Optical Elements (MOEs) for detection of materials by their spectral reflectance characteristics. In the proposed experiment, a scene containing materials of interest would be imaged by three systems: 1. A conventional "pushbroom" hyperspectral imager (HSI) with a scanning mechanism to allow creation of a 2-d image; 2. A conventional multispectral imager (MSI) with band-pass filters appropriate to the materials of interest; 3. An imager based on MOEs. This document describes the requirement for a contractor to supply and operate the MOE imaging system as part of an experiment to be undertaken by the Authorities staff at Dstl Porton Down.
