Summary of the contracting process

Thetford Town Council is procuring project management consultancy for the restoration of St Peter’s Church and the revitalisation of Thetford’s heritage. The project’s capital works will focus mainly on urgent conservation, including roof failure, water ingress and deterioration of historic fabric, with reversible works to support sustainable and flexible future use. The appointed project manager will support the project’s Development Phase and may continue into the Delivery Phase if the required funding, approvals and Council decisions are secured. The work is to be delivered in Thetford, England, at or in connection with St Peter’s Church. The procurement is classified as architectural, construction, engineering and inspection services, although the specific requirement is project management consultancy for heritage-led capital works.

The procurement has reached tender: Thetford Town Council invited offers through an open procedure. Electronic submissions were required by 23 August 2026 at 12:00 noon. The contract period is from 1 September 2026 to 30 November 2027. Its estimated value is between £1 and £60,000, inclusive of the stated minimum and maximum values. The initial appointment covers the Development Phase, with a formal break before any Delivery Phase continuation. The Council may invite shortlisted tenderers to present their proposed approach to Council representatives and project stakeholders. The successful supplier must enter into a formal consultancy agreement. The procurement is identified as suitable for small and medium-sized enterprises and is being conducted under the Procurement Act 2023, the Council’s financial regulations and procurement strategy, and relevant Heritage Fund guidance.

This opportunity suits an SME project management consultancy with experience delivering heritage, conservation or historic-building capital projects. Strong candidates will be able to manage work addressing building defects such as roof failure, water ingress and decaying historic fabric, while coordinating reversible interventions for future community or flexible use. The role requires capability across a Development Phase and, potentially, a later Delivery Phase, including preparation for Heritage Fund approval and management of project stakeholders. Suppliers should be comfortable working within public-sector governance, formal procurement and funding requirements, and explaining their proposed approach to Council representatives and other stakeholders. Experience of National Lottery Heritage Fund-supported projects, conservation-led construction programmes, consultant coordination and cost-conscious project delivery would be directly relevant.
