Summary of the contracting process

Thurrock Council is currently engaged in the re-opening of its "Children's Transport Framework II" to procure road transport services aimed at providing transportation for children, including those with Special Educational Needs and Disabilities (SEND), to and from school. The procurement is in the planning stage with an open procedure method. The tender period concluded on 20th January 2019, with a total contract value of £16 million, and the services will be contracted from 1st February 2019 to 31st July 2023. The primary location for this service is in the East of England.

This tender presents an excellent opportunity for businesses specialising in transport services, particularly those that can cater to the needs of children and individuals with SEND. Licensed operators, including small and medium-sized enterprises (SMEs) and voluntary community social enterprises (VCSEs), would find this framework especially relevant, as meeting its criteria allows for future bidding on new transport routes as they become available. Businesses interested in this opportunity should register via the Oracle Cloud eSourcing system to access subsequent bidding opportunities.

Notice Title

Children's Transport Framework II

Notice Description

Thurrock Council is re-opening its Framework for Children's Transport Services. It is seeking licensed operators to transport both mainstream, and children with Special Educational Needs and Disabilities (SEND) to and from school, as well as ad-hoc taxi services for children needing transport as a result of social care intervention. There are currently no new routes available, but meeting the criteria to be admitted to this Framework will enable you to be invited to bid for future routes as and when they become available. You will need to complete the Quality evaluation aspects of this tender and submit prices for some 'dummy' routes to gain entrance to the Framework. Thereafter your responses to invitation to submit bids for new routes will be judged solely on price. To express an interest please email Procurement@thurrock.gov.uk You will then be emailed a Prospective Supplier Registration guide document. Completion of this will then enable you to be attached to this tender opportunity and download the documents. Additional information: Thurrock Council uses Oracle Cloud eSourcing for tendering. To view the documents, you need to be registered on the system. If you are already registered, log on to the Supplier Portal where the documents will be visible. If not, email procurement@thurrock.gov.uk with the name and email address of the person you wish to access the system and we will send through the registration link and set up guide.
