Summary of the contracting process

Luton Borough Council is conducting a procurement process for the provision of Domiciliary Care services under an open procedure. The aim is to appoint eight providers to a Preferred Partnership Framework consisting of two lots: Lot A covers care for adults aged 18+ in specific postal areas (LU1, LU2, LU3, and LU4), while Lot B pertains to short-term care for adults being discharged from hospital in the same areas. The total estimated value of the contract is £40 million, commencing on 1st April 2018 and running for five years, with potential extensions of up to two additional years. The tender submission deadline was 31st August 2017, and the contract details align with health and social work services as outlined under CPV classification 85000000.

This tender presents significant opportunities for businesses engaged in health and social care services, particularly those capable of providing high-quality domiciliary care. Providers with experience in elderly care or rehabilitation support, including small businesses and larger entities, are well-suited to compete for this contract. Given the financial parameters set at a maximum hourly rate of £16.00, it is crucial for businesses to demonstrate cost-effective service delivery while meeting legislative requirements to ensure sustainability. As the selected providers will enter a collaboration aimed at fostering business continuity and service quality, this is an opportunity to build long-term partnerships with the council.
