Notice Description

The Ministry of Justice (MoJ) is seeking to establish a Dynamic Purchasing System (DPS) that provides a broad range of prison and youth custodial estate education or Information, Advice and Guidance services. The DPS services would complement the education services provided under the Prison Education Framework (PEF) which is currently out for tender. The DPS forms a key part of the new strategy to give governors empowerment and control over education in their establishments. It is the MoJ's ambition that a wide variety of suppliers will join the DPS that are capable of provide high quality education and related services that meet governors' varied requirements and maximise governor choice. It is the current intention of the Ministry of Justice that the DPS will be operate with regular, short term call off contracts to provide specialist and bespoke services to prisons and youth custodial estate that will complement the education delivered to the prison though the PEF. MoJ will utilise supplier engagement to help develop any categories. The potential value associated with the DPS excluding VAT is estimated to be up to 100000000 GBP In issuing this Prior Information Notice, the Ministry of Justice is seeking to inform the market of their desire to undertake market engagement in respect of the proposed DPS. Please note that MOJ are considering whether private and third sector providers operating prisons and/or the youth custodial estate will be permitted to act as authorised buyers under the DPS, enabling them to purchase services from DPS suppliers. A decision on these options will be made before the call to competition is issued.
