Notice Description
This work order will ensure National Highways has continued access to specialist expertise needed to meet Home Office Type Approval (HOTA) and ISO/IEC17025 requirements for road traffic enforcement technology, which underpins the legal, safe and compliant operation of systems such as speed and traffic enforcement cameras. The work will provide expert technical advice, governance, risk management and specialist project support that is not available internally, helping National Highways respond quickly to emerging technologies, regulatory changes and operational issues. Without this support, there is an increased risk of non-compliance, delays to enforcement technology deployment, challenges to the validity of enforcement activity, and potential impacts on road safety outcomes. The commission also puts robust controls in place through the supplier's contract management, audit trails, conflict of interest management and oversight of the specialist subcontractor, ensuring all activities are properly governed, represent value for money and support the safe, effective and legally compliant use of enforcement technology across the Strategic Road Network until March 2027.
