Summary of the contracting process

REGENDA LIMITED bought a comprehensive clean-and-clear service for residential properties and communal areas across its North West operational area. The work supports housing management, property maintenance and re-letting, covering occupied and empty homes, blocks, estates, garages, stores, gardens and external land. Services include routine, urgent and emergency clearance of furniture, household belongings, general and fly-tipped waste, bulky items and debris, with lawful disposal and recycling where practicable. Cleaning requirements range from general and deep cleaning to biohazard, trauma and pest-related work, including safe collection and disposal of sharps. The contractor also undertakes minor repairs and make-ready works, such as redecoration, patch repairs, floor coverings, fixtures, joinery and handyman tasks, to return properties to safe, clean and lettable condition.

The procurement is complete and the contract was awarded to John Harvey trading as Dunne’s & Dusted. The award was made on 8 October 2026, with a value of £677,685. The contract period runs from 1 November 2026 to 31 October 2029. The competition was a selective call-off from a dynamic purchasing system. The tender submission deadline was 2 October 2026 at 5pm. The service is described as a single requirement, with no separate lots recorded. Small and medium-sized enterprises and voluntary, community and social enterprises were identified as suitable. The award information gives no evaluation criteria, so the basis on which bids were assessed cannot be described.

For suppliers assessing similar future work for REGENDA LIMITED, this award shows demand for a combined property-clearance, specialist-cleaning and minor-repairs service, rather than a cleaning-only offer. A credible competitor would need to manage responsive routine and emergency call-outs across homes, communal areas and external spaces, and work effectively with housing, neighbourhood, maintenance and void-management teams. Relevant operational capability includes handling bulky and unwanted contents, lawful waste transport and disposal, practical recycling, deep and specialist cleaning, and safe sharps handling. Suppliers would also need the skills and capacity to carry out small repair, redecoration and property-preparation tasks so homes can be returned to a safe, clean and lettable condition. The stated suitability for SMEs and VCSEs indicates these organisations may be appropriate competitors.
