Notice Description

The purpose of this study is to determine the feasibility of and options for the implementation of a Clean Air Zone (CAZ) in Cambridge. A CAZ defines an area where targeted action is taken to improve air quality and resources are prioritised and coordinated in order to shape the urban environment in a way that delivers improved health benefits and supports economic growth. Within a Clean Air Zone, there is also a focus on reducing carbon emissions and making sure that improvements in air quality are long lasting. The study will need to identify the necessary scope of the scheme in terms of geography, that is the area or areas which should be subject to restriction, as well as consider and recommend which vehicle types should be affected by restriction given the relative impacts on emissions at current and predicted traffic levels. It will also need to consider the benefits of charging or not charging for access and make recommendations on the practical implications of implementation such as suitable technologies, systematic support and the time line for implementation including the phasing of implementation and vehicle class restrictions over the medium term (1 to 10years). All of the decisions relating to a CAZ need to be strongly evidence based within the scope of the guidance.
