THIS IS NOT A CALL FOR COMPETITION Leicester City Council, Leicestershire County Council and Rutland County Council (the commissioning partners) are considering jointly commissioning Healthwatch services for Leicester, Leicestershire and Rutland (LLR). It is anticipated, dependent upon a consultation exercise, that tenders for LLR Healthwatch services would be sought in Autumn 2017 to enable new contracts to begin from 1st April 2018, immediately after the end of current contracts for the provision of Healthwatch services for Leicester, Leicestershire and Rutland. As part of the commissioning process, the commissioning partners are undertaking a soft market test. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the potential service model and specification principles. The commissioning partners will use the information to appraise options and further develop the specification. This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The commissioning partners are using this process solely to test the market to gather information and ascertain the level of interest in this particular Service. There are therefore no formal criteria which will be used to judge your responses, and it is not our intention to provide any feedback. To participate in this Soft Market Testing interested organisations, any groups that may be interested in tendering at a later stage, either individually or as part of a consortium must complete a Soft Market Testing questionnaire.
