Summary of the contracting process

The Office of the Police & Crime Commissioner is inviting bids for a project titled “Developing a better understanding of the Children Missing Education (CME), Elective Home Education (EHE), and Not in Education, Employment or Training (NEET) cohorts in the Humber.” This procurement is positioned within the research consultancy services industry category, situated in Yorkshire and the Humber, United Kingdom. The tender is in the amendment stage, with an open procurement method involving responses required by 12th January 2026 and the contract expected to start on 19th January 2026 and end on 30th April 2026. The initiative focuses on violence prevention with a value capped at £28,500.

This tender presents a growth opportunity for organisations experienced in research consultancy services, particularly those involved with public health and social care. Since the procurement encourages participation from SMEs and VCSEs, firms with expertise in qualitative and quantitative analysis of educational and social challenges stand to benefit greatly. Additionally, businesses capable of delivering insights and advisory services related to public health approaches in violence prevention may leverage this contract to enhance their portfolio and contribute meaningfully to community-focused initiatives. The mandate to represent the voices of children involved in this initiative underscores the engagement expected from bidders.

Notice Information

Notice Title

Developing a better understanding of the Children Missing Education (CME), Elective Home Education (EHE) and Not in Education, Employment or Training (NEET) cohorts in the Humber

Notice Description

The Humber Violence Prevention Partnership (VPP) is a multi-agency partnership committed to providing an evidence-led, public health approach to reducing serious violence across the region. To do that effectively, children and young people must be at the heart of our work-shaping, informing, and driving the strategies and interventions that affect them. Attendance at school is a known protective factor in relation to serious violence. The prevalence of severe absences, suspensions and exclusions is relatively well understood, with data and analysis included with the HVPP Strategic Needs Assessment (SNA ). In addition, other work in respect of 'Trauma informed practice' and the HU9 pilot has been undertaken in the region to increase attendance in school. The VPP is seeking to increase its understanding of children and young people who are defined as CME, EHE or NEET. This work would combine insight into the prevalence of CME, EHE and NEET cohorts (Quantitative) as well as understanding of their challenges (Qualitative). Furthermore, we are particularly keen to ensure that the voices we hear are representative of those children who are in this cohort, including those who have witnessed or experienced violence or abuse. The Humber Violence Prevention Partnership (HVPP) is seeking bids from suitably experienced organisations to provide a reliable and successful service for the activity described in Section 2 of the attached specification document. The value of this requirement is less than PS28,500. It is essential to observe and comply with the following instructions in the preparation and submission of your response. The HVPP reserves the right to reject a response that does not fully comply with these instructions. Responses must be completed in English and use the template provided in the attached document, saved in Word or PDF format. Your response must be submitted via email to the address at paragraph 1.7 of the document. Receipt of emails will be acknowledged as quickly as possible.
