Summary of the contracting process

The Warrington Borough Council is seeking contractors for the "Capital Works Framework Contract 2016 - 2019", aiming to enhance the region's infrastructure through various highway and environmental improvement projects. This procurement falls under the works category, with a total estimated value of £21 million over its term, and it includes a minimum project value of £15 million. The procurement process is currently in the tender stage, with submissions due by 17th February 2016. The council aims to establish a pool of civil engineering contractors through two tender lots, with Lot 1 for projects ranging from £0 to £750,000 and Lot 2 for projects exceeding £750,000. The contract itself is set to commence on 2nd May 2016 and run until 2nd May 2019.

This tender presents significant opportunities for civil engineering firms, especially those specialising in highway works, safety improvements, and environmental projects. Companies that can provide quality management systems and competitive pricing are likely to thrive in this framework. Given the expected workload of around £7 million annually, contractors able to offer swift and reliable services will have a competitive advantage in responding to the council's growing infrastructure demands. Moreover, local businesses in the North West region will be well-positioned to participate, given their proximity and potential for collaborative efforts with the council.

Notice Title

Capital Works Framework Contract 2016 - 2019

Notice Description

Warrington Borough Council continued success in promoting Warrington?s status as an economic powerhouse has attracted increased capital investment in highway and environmental based schemes, placing greater demand on staff resources, existing suppliers and contracts. To deliver the present and future demands it is essential to establish an increased base of delivery resource, of Civil Engineering contractors, who can be called upon, with short notice, to deliver competitive priced individual schemes, underpinned by quality processes and management systems. The establishment of a pre-determined select list of acceptable Civil Engineering contractors and pre priced components will enable Council Officers to rapidly compare and respond, to scheme requirements, saving on time and procurement costs. It was anticipated that the introduction of the Capital Works Contract 2016-2019 would typically deliver works to an approximate value of PS7 million per year with an overall potential tender throughout of over PS 21 million during its term, subject to continued successful investment and bids. There will be a varying nature of highway and environmental improvement schemes ranging from Town Centre regeneration, traffic signal junction improvements, local safety schemes and cycleway infrastructure works.
