Summary of the contracting process

The Water Services Regulation Authority (Ofwat) is currently undertaking a tender process for "Trade Effluent Advice (PROC.01.0740)" within the waste analysis services industry. Located in Birmingham and London, this procurement is at the Tender stage, with the tender period closing on 17 June 2022. The selected supplier will provide expertise in trade effluent appeals over a flexible three-year contract commencing 1 July 2022 and ending 30 June 2025. This open procurement method is designed to accommodate suppliers capable of adapting to various demands related to trade effluent consent conditions.

This tender presents significant opportunities for businesses specialising in wastewater management and environmental consultancy. Companies that can produce technical reports and offer ad-hoc advice on trade effluent matters will be particularly well-suited to compete. As the engagement requires discretion given the sensitivity of trade effluent appeals, firms with experience in handling official data and a solid understanding of regulatory frameworks will find themselves at an advantage in securing this contract.

Notice Title

Trade Effluent Advice (PROC.01.0740)

Notice Description

To build resilience, we require two flexible contracts. This is largely to mitigate against suitable resources not being available or in case there are any actual or potential conflicts of interest that cannot be resolved. The objective of this tender process is to ensure that Ofwat has in place provision for the expertise and technical support needed in order to fulfil its statutory functions in respect of deciding trade effluent appeals. This will most likely take the form of the Supplier producing written reports which may include: - technical grounds and justification for trade effluent consent conditions in dispute; - recommendations as to whether trade effluent consent conditions are reasonable; and - if appropriate, recommended new trade effluent consent conditions. Any timescales for deliverables will be case specific. We will typically require a report to be provided first followed by any potential review of draft decision responses. The Customer may also require ad-hoc written and telephone advice on an informal basis on individual appeals. Further, any trade effluent appeal is considered OFFICIAL: SENSITIVE and, as such, discretion must be applied. The flexible ad hoc Services contract will be for 3 years from the date the contract commences.
