Summary of the contracting process

Cherwell District Council is seeking to award a contract for "Heat Mapping and Masterplanning" as part of a public procurement process aimed at identifying opportunities for heat networks within the Cherwell area. This open tender falls under the classification of repair and maintenance services of central heating (CPV code 50720000) and is currently active. The deadline for submissions is 11 February 2022, after which the contract period is scheduled to start on 1 March 2022 and run until 31 March 2022. The total estimated value of this contract is £40,000, and the main focus is on achieving low carbon solutions to support energy efficiency in the region, particularly in Banbury, which is experiencing significant growth.

This tender presents a lucrative opportunity for businesses specialising in energy services, particularly those focused on low-carbon technology and community energy solutions. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to compete, as they may bring innovative approaches to developing heat networks that could aid local economic growth and reduce fuel poverty. Companies with expertise in energy infrastructure, sustainability assessments, and collaborative community projects would be particularly well-suited to participate in this tender.

Notice Title

Heat Mapping and Masterplanning

Notice Description

This contract is to identify opportunities for heat networks across Cherwell. 2.2 This is to include a high-level heat mapping and energy masterplan study of the whole district, with a more detailed study looking at the most promising opportunities. 2.3 The result of the high level study of the entire district will be used to identify the area for the more detailed focus. It is anticipated that this is likely to be the area of Banbury as a diverse existing heat demand and substantial planned growth is known to exist here. A number of heavy energy users located across the town in a number of semi-concentrated areas have already been identified who include; a plastic fabrication company a regional hospital. Banbury has growth of 48 ha2 and 7,106 houses planned, whilst significant additional housing is allocated in the Local Plan to Kidlington (4,400) and Upper Heyford (2,300), with the latter being 1 mile from an Energy from Waste (EfW) plant. 2.4 A low carbon heat network connecting energy users to each other and the new commercial and domestic developments could aid in unlocking both economic growth and combating fuel poverty by delivering cheaper energy bills to residents and businesses.
