Summary of the contracting process

Leicester City Council is currently engaged in the planning stage of a public procurement process titled "ASC0254 - Soft Market Testing - Dementia Support Service." This initiative aims to consult stakeholders and gather insights as part of the procurement of new services designed for individuals diagnosed with dementia and their carers. The anticipated procurement is expected to occur in early 2020, with services set to commence by 1st October 2020. Interested parties should note that the engagement deadline is 12:00 hours on 2nd September 2019, and submissions must be emailed to procurement-asc@leicester.gov.uk.

This procurement presents a significant opportunity for businesses in the health and social care sector to engage with Leicester City Council. Organisations that offer dementia support services or related solutions will find this process particularly relevant. While it is important to understand that this is not a call for formal competition, the soft market testing allows potential providers to express interest, provide feedback on commissioning proposals, and participate in shaping the future of dementia services in Leicester, potentially paving the way for future contracts.

Notice Title

ASC0254 - Soft Market Testing - Dementia Support Service

Notice Description

*Please note, the deadline for this exercise has now been extended to 12:00 hours on 2nd September 2019* Leicester City Council will be leading a consortium of statutory bodies to plan and procure new services for people diagnosed with dementia and their carers. Procurement is anticipated to take place in early 2020 for new services to be in place from 1st October 2020. Prior to that, consultation will be carried out to gather stakeholders' views on our commissioning proposals. The purpose of the new contract will be to ensure that services are available to meet the Council's statutory obligations under the Care Act 2014 to provide support to people in Leicester who have dementia or care for those who do. As part of the commissioning process, the Council is undertaking a soft market test. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the commissioning proposals. This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The Council is using this process solely to test the market to gather information and ascertain the level of interest in this particular Service. There are therefore no formal criteria which will be used to judge your responses, and it is not our intention to provide any feedback. We would encourage you to respond if you feel this is something your organisation may have an interest in. If you would like to participate in this Soft Market Testing, then please complete the Soft Market Testing questionnaire, which can be accessed via the following link: http://www.sourceleicestershire.co.uk/contracts/show/id/17994 Please email your completed questionnaire to the email address procurement-asc@leicester.gov.uk with the subject heading: 'Completed SMT Q - DSS', before or by no later than 12:00 hours on 30th August 2019. Please note this is not a call for competition. The Council welcomes the opportunity to engage with and appreciate your assistance in providing us with your views. However you should note that in any subsequent procurement exercise the Council will have to comply with our legal obligations and that neither the intention nor the purpose of this soft market testing exercise is to confer any advantage upon its participation in any future procurement process.
