Summary of the contracting process

Health Education England (HEE) is seeking suppliers for the "Access to Medicine 'Aspiring Professionals' Programme" through a tender set to close at 23:59 hrs on 20th September 2021. This initiative falls within the education and training services industry and aims to support 250 sixth form students from low socio-economic backgrounds across various regions in England, including Sandwell, Kettering, Nottingham, Liverpool, and Doncaster. The contract, valued at £224,000, is intended for a period starting from 1st October 2021 and concluding on 30th September 2022. HEE plans to directly award this contract to the Social Mobility Foundation, leveraging their long-standing experience in delivering similar programmes since 2008.

This tender presents a potential opportunity for businesses focused on educational services, particularly those with expertise in diversity, social mobility, and training for students from disadvantaged backgrounds. Companies with a background in educational programmes or those that can provide targeted support to underrepresented groups will find this a fitting opportunity to engage with HEE's aspirations for enhancing diversity in healthcare careers. The direct award process suggests a streamlined entry, potentially benefiting organisations that align closely with the goals stated by HEE.

Notice Description

Health Education England (HEE - the Commissioner) are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award. Please note the contracting authority intends to direct award the contract to the Social Mobility Foundation. The case for direct award can be found on the tender portal. HEE's mandate in 2021/22 states Sourcing talent and providing leadership that flourishes, free from discrimination and with fair opportunities to access careers, progress and fulfil potential, recognising individual as well as group differences, treating people as individuals, placing positive value on diversity in the workforce and with role models are promoted and encouraged. To support this ambition, HEE has been commissioning expert organisations since 2014 to enable sixth form students from low socio-economic backgrounds across England to participate in Access to Medicine summer school programmes. The support begins in Year 12 and is continued until they graduate from university and enter employment. The target is for 250 students to go through the Access to Medicine programme in 2021/2022, with locations including hard to reach areas such as Sandwell, Kettering, Nottingham, Liverpool and Doncaster (the 20% of worst performing local authorities identified by the Social Mobility Commission as social mobility cold spots) HEE believe that the Social Mobility Foundation is the only supplier who can support the above programme requirements for one year in 2021/22, with their knowledge and experience (delivering access to medicine programmes since 2008 and delivering this programme since 2015) in order to achieve the specifications listed for the 'Aspiring Professionals' Programme in 2021/22. The financial envelope for the contract is PS224,000.
