Summary of the contracting process

The Sheffield City Council is initiating a tender for the "Soft Market Test - Mental Health Recovery Framework", aimed at providing support for individuals with assessed social care needs due to mental health conditions within the community. This tender falls under the health and social work services category, with the tender period closing on 22 February 2022. Contract performance is expected to commence on 1 November 2022 and last until 31 October 2026. This tender presents significant opportunities for businesses specialising in mental health services, social care, and community support. Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be particularly well-suited to compete, given the focus on person-centred and collaborative approaches to care. Notice Title

Soft Market Test - Mental Health Recovery Framework

Notice Description

Support for those with assessed eligible social care needs due to their mental health and living in the community is arranged by the Council. Over the past few years, the number of people supported by the service has ranged between 550 and 650 people. Our aim is to develop a specification to tender, procure and award contracts for a service that will establish a wide range of providers who are able to support people across Sheffield. The service will promote an individual's mental health recovery, allowing a person to live in a way that is based on hope, confidence, and the ability to live a rich and full life. The service will support clients to meet assessed needs and the outcomes identified in their support plans. The service will aim to have more providers who are able to give tailored, culturally appropriate support, thus reducing the number of inauthentic/inappropriate direct payments. Support will be person centred and collaborative with specific time focused interventions. Providers will work towards meeting identified eligible social care needs. Lessons learnt from the current contract show there are those who can work well in a recovery focused way but there is also a need to support those who require short term targeted work to re-establish life skills. Assessment and discussion with client will determine if further recovery is possible or if support is needed to live a life with ongoing care.
