Summary of the contracting process

The Rotherham Metropolitan Borough Council has awarded a contract for the "Rotherham Gateway Multi-Disciplinary Consultancy Support" project, which aims to revitalise transport services with the integration of mainline rail and tram services along with infrastructure development such as housing and an industry ecosystem. This strategic project, classified under Architectural and related services (CPV code: 71200000), is set in the Yorkshire and the Humber region and involves a selective procurement method via a framework agreement. The initial phase of work commenced on 27th July 2026 and is scheduled to complete by 2nd October 2026, marking the end of Stage 1, with future phases to follow. The contract was awarded to Perfect Circle JV Ltd at a stage 1 cost of £138,370.92, with an overall project value estimated at £3,138,370.

This tender presents significant opportunities for multidisciplinary consultancy firms, particularly those offering expertise in lead consultancy, programme and project management, architectural design, master planning, and cost consultancy services. The focus on delivering complex, phased infrastructure and development solutions makes it suitable for businesses that can manage and integrate diverse services. Smaller businesses or SMEs capable of providing innovative solutions in construction management, technical site investigation, and design-related services could benefit substantially from participating in this project as collaborative partners or sub-consultants, given the project's extensive scope and timeline.

Notice Description

The Rotherham Gateway project is a multi-phased scheme to bring mainline rail services back to the Borough. Alongside the transport elements which also includes a new tram/train stop the scheme also delivers 300 new homes and an industry ecosystem, similar to the Advanced Manufacturing Park, associated car parking and public realm. The remaining phases will be brought forward as funding and acquisition opportunities become available. The Council are seeking a Multi-Disciplinary team to support this phased programme of work for just over a 3-year period (with appropriate options to extend). Consultants are expected to provide the following services: * Lead Consultant * Programme Director * Programme Management Office * Project Management * Architectural, Design and Masterplanning The Multi-Disciplinary consultancy will also provide: * Cost Consultancy * Construction Design & Management role * Technical and Site Investigation Phased Approach Due to the complex nature of the project requirements the appointment and contractual arrangements will be undertaken in two stages. Stage 1 - the first stage will involve the establishment of the core team. This will include Lead Consultant, Programme Director, PMO and Project Management support for the progression of the Effingham St Active Travel corridor. During Stage 1, preparations will be made to form the requirements for Stage 2. Stage 1 is expected to last for 8 weeks and move seamlessly, subject to a satisfactory proposal received into Stage 2. Stage 2 - will form the main body of the commission. Due to the complexity of the Gateway project the full requirements of this stage will evolve over the lifetime of the project but will be limited to the services described above. The Stage 1 works are awarded at a cost of PS138,370.92 with a total estimated contract value across both stages of PS3,138,370 (all figures quoted as net). The end date stated of 02/10/2026 is only to the completion of stage 1. This award was undertaken as a direct award via Lot 1 (Built Environment Consultancy) of the SCAPE Consultancy framework.
