Summary of the contracting process

The NHS North West Surrey Clinical Commissioning Group (NWS CCG) is planning a tender for the provision of annual patient follow-ups on the Behavioural, Emotional Neurodevelopmental (BEN) pathway, targeting children and young people. This procurement falls under the health services category and has a total budget of £346,750 for the period from April 1, 2017, to March 31, 2018. The deadline for submitting Expressions of Interest is set for 2nd June 2017, with the intended service commencement date of 1st August 2017. The services will be delivered in the South East of England, with further details on the procurement process available in the attached documentation.

This tender presents a significant opportunity for businesses involved in health service delivery, particularly those specialising in paediatric care or neurodevelopmental disorders. Organisations ready to provide annual reviews for ADHD management, either as independent providers or as partners collaborating with local NHS services, would be well-positioned to compete. The flexibility in service delivery may appeal to small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), which should capitalise on this opportunity to expand their service offerings in the health sector.

Notice Title

NHS North West Surrey Clinical Commissioning Group Behavioural, Emotional Neurodevelopmental (BEN) pathway

Notice Description

NWS CCG is seeking Expressions of Interest ( EoIs) for the delivery of annual patient follow ups for children and young people on the Behavioural, Emotional Neurodevelopmental (BEN) pathway to commence from 1st August 2017. Service Summary NWS CCG are seeking a provider partner to deliver the annual reviews of children prescribed with CNS stimulants / atomoxetine for ADHD. These medications have been initiated by a specialist in line with NICE CG72. Ongoing prescribing and monitoring of drug therapy is performed under shared care arrangements - NWS CCG practices have all signed up to deliver the shared care arrangements and will undertake the 6 month review subject to a locally commissioned service. Current annual follows ups are delivered by the local acute trust, Ashford and St Peter's NHS Foundation Trust. The Trust has served notice and is unable to continue to provide the service due to staffing issues. The CCG is therefore seeking Expressions of Interest on grounds of expediency of service provision. The current follow up service uses a skill mix of consultant and nurse specialist. These staff may be subject to secondment and/or fixed term employment to assist with early mobilisation of services. At their first year review, patients may be: (i) Referred back to the GP for specialist referral should the needs be complex (ii) Discharged back to the care of their GP (iii) Kept under the care of the provider for on-going annual follow up - e.g. under the shared care agreement for medication follow-up with primary care Existing Caseload numbers Up to 1,900 children are currently scheduled for follow up at ASPH A case note review supported by the CCG is currently underway to validate this number and early findings suggest that this may reduce. The figure of 1,900 is used therefore for planning purposes. If a significant number are discharged/validated off the caseload, by the time an agreement is reached we will adjust the value that we agree in the contract pro rata. The closing date to submit Expressions of Interest is Friday 2nd June 2017. The target Service Commencement is 1st August 2017, Please note full details of the process to be used are given in the document "Procurement Process Description" attached to this Notice
