Summary of the contracting process

West Midlands Combined Authority (TfWM) renewed ParkMap cloud software licences for managing digitised Traffic Regulation Orders (TROs). The service covers 29 concurrent licences used across WMCA and its seven constituent local authorities. ParkMap provides a regional database and platform for publishing TROs, conducting public consultations and supplying TRO data through an application programming interface. The local authorities remain responsible for managing and submitting their own digitised TROs, while TfWM maintains the shared regional platform. The work is software and information-system services delivered for the West Midlands authorities.

The procurement is complete and was awarded to Causeway Technologies Ltd. The award date was 30 September 2026. The contract runs from 19 September 2026 to 18 September 2029, with a stated three-year initial term and an option to extend by one year, making four years the potential maximum duration. The awarded value is £254,800. The procurement was a call-off from a framework agreement, using a selective process. The stated deadline for submissions was 8 September 2026. The opportunity was marked suitable for small and medium-sized enterprises; the recorded award identifies one supplier.

This award shows recurring demand from TfWM for a shared regional platform supporting local authorities’ TRO duties, rather than separate software for a single council. A credible future competitor would need to supply and support concurrent cloud software licences, with functionality for publishing digitised TROs, running public consultations and providing TRO data through an API. The platform must serve WMCA alongside seven constituent authorities, while accommodating the division of responsibility in which each authority manages and submits its own TROs and TfWM maintains the regional service. Suppliers with a proven transport-regulation software product and the capacity to operate a multi-authority service are best aligned with this requirement. The award to an SME indicates that a provider need not be a large enterprise to deliver this scale of software service.»} 乐彩 񟿿allos%timeout 色综合 天天中彩票追号}♀♀♀♀ бзи qq的天天中彩票

Notice Information

Notice Title

Park Map Licenses Renewal

Notice Description

'Park Map' software is a regional database for digitised Traffic Regulation Orders (TROs). This software helps with the duty of managing local TROs to be submitted into a national database. The responsibility for managing and submitting the digitised TROs remains with the seven (7) Local Authorities (LA's), however as the local transport authority, TfWM supports the benefits of a digitised TRO and maintains the regional platform that the 7 LA's rely upon. A contract renewal is required for twenty nine (29) concurrent ParkMap cloud licenses, for the publication of Traffic regulation Orders (TROs), carrying out Public Consultations, and supplying TRO data via an Application Programming Interface (API). These are currently distributed across WMCA and its 7 constituent authorities (LHAs). The initial contract term is three (3) years with a one (1) year extension option, meaning a total potential contract duration of four (4) years.
