Summary of the contracting process

Cambridgeshire County Council procured flexible rental of vehicles for Adult Social Care and Children’s transport, including home-to-school journeys. The requirement is for a core fleet of 19 wheelchair-accessible vehicles in various sizes and models, plus three additional vehicles. The service is intended to cover short-, medium- and long-term needs: drivers are employed by the Council, while hired vehicles can be added to respond to changing demand. Delivery is in England, with the Council based in Huntingdon. This is a fleet rental service rather than a requirement for transport operators to provide drivers or run journeys.

The competition used a restricted procedure under a fleet-rental framework, specifically its car and light commercial vehicle rental lot. Cambridgeshire County Council selected London Hire Ltd, and the award is active. The award date was 30 September 2025; the awarded value is £1,869,098.95. The contract period runs from 13 October 2025 to 12 October 2029. The tender described a proposed initial term of 48 months, with an option to extend for up to a further 24 months; its estimated value was £1,641,600. The competition deadline was 15 August 2025 at 12 noon. The requirement was presented as one contract, with no lot-level division described. Evaluation criteria are not reported in the available award details.

This award demonstrates demand from Cambridgeshire County Council for a managed, flexible vehicle-rental solution serving adult social care and children’s transport. A credible competitor for a future requirement would need to source and maintain a mixed fleet of wheelchair-accessible vehicles in several sizes and models, alongside additional cars or light commercial vehicles for variable demand. The service model needs to accommodate short-, medium- and long-term rentals, while supporting a core fleet used by the Council’s own drivers. Suppliers with fleet availability and the operational capacity to adjust vehicle supply as requirements change are well aligned with the need. The competition was run through a fleet-rental framework, so relevant framework access and experience delivering vehicle hire through a further competition would also be commercially pertinent.
