Summary of the contracting process

The Office for National Statistics (ONS) procured seven internet service provider circuits to connect sites across its locations in the UK. The requirement is for network connectivity and data access services, sourced through the Network Services 3 framework. The circuits support inter-site communications across ONS locations; delivery and deployment cover multiple sites nationally. ONS managed the procurement and will use the circuits under a call-off contract. The requirement is for services rather than network equipment alone, and the stated scope includes onboarding, implementation, testing and deployment as well as the circuits themselves.

The procurement is complete and the contract was awarded to GCI Network Solutions Limited (Nasstar). The award date was 16 September 2026. The awarded contract value is £155,340.96. The contract period runs from 12 October 2026 to 31 March 2030, with all deliverables, testing and deployment required to be operational by 1 February 2027. ONS ran a further competition as a selective call-off from the Network Services 3 framework, under the Public Contracts Regulations 2015. The competition deadline was 1 September 2026. The call-off covers seven circuits, and the procurement states that volumes of work are not guaranteed. The opportunity was marked suitable for small and medium-sized enterprises.

For suppliers of business internet connectivity and wide-area networking, this award shows ONS’s demand for a multi-site service combining seven ISP circuits with onboarding, implementation, testing and deployment. A credible competitor for a similar ONS requirement would need to deliver reliable connectivity across several UK locations, coordinate site-level implementation and testing, and bring the operational capacity to have all circuits working by a fixed deployment deadline. Experience delivering inter-site connectivity and data access through a framework call-off would be directly relevant, as would the ability to manage a multi-site rollout without relying on guaranteed volumes. The successful supplier was a large network services provider, although the procurement was identified as suitable for SMEs, indicating that smaller firms may also be relevant where they can demonstrate the necessary coverage and delivery capability.
