THIS IS NOT A CALL FOR COMPETITION SOFT MARKET TESTING Leicester City Council, Leicestershire County Council, Rutland County Council, Leicester City Clinical Commissioning Group, East Leicestershire and Rutland Clinical Commissioning Group, and West Leicestershire Clinical Commissioning Group (the Commissioners) are currently considering options for the future design and procurement of the Unplanned Care Service for People in Leicester, Leicestershire and Rutland with Learning Disabilities and/or Autism who Display Challenging Behaviour. The Service will be a block-funded 12-month pilot service for a minimum of one or more residential care bed/s in one or more care homes located within the geographical boundary of the city of Leicester; the county of Leicestershire; and the county of Rutland. As part of this process the commissioners of this service are keen to capture provider experience, skills, knowledge and concerns at an early point to ensure these can be fully considered throughout the process of designing and commissioning the service. Commissioners are therefore undertaking a soft market test. This gives potential providers and other stakeholders the opportunity to indicate whether they think this is a service they could provide and feed in their views about the potential service model. The commissioners will use the information to appraise options and determine next steps for the pilot. Residential care providers (and prospective providers) especially for those of adults with learning disabilities and/or autism who display challenging behaviour are asked and encouraged to share their thoughts and experiences in relation to the questions contained within the Soft Market Test questionnaire. It is recognised that such questionnaires take time to complete and so any level of information will be gratefully received.
