Summary of the contracting process

The Metropolitan Police Service has awarded a contract for evidential screening devices (ESD's) to Draeger Safety UK Ltd. The contract, valued at GBP 99999, falls under the Police equipment category. The procurement method used was a direct Single tender action (below threshold). The tender period ended on 2nd November 2023, with the contract running from 3rd November 2023 to 2nd November 2024. The competition for this contract was run under a negotiated procedure without publication due to urgent unforeseen circumstances.

This contract presents an opportunity for businesses involved in supplying police equipment to work with the Metropolitan Police Service. Small and medium-sized enterprises (SMEs) particularly stand a good chance for such tenders. Businesses need to be aware of the specific requirements for evidential screening devices and should have the capability to meet the operational risk considerations involved in the usage of these devices. Actively monitoring these types of contracts can help businesses secure future opportunities with the authority.

Notice Description

The MPS on behalf of the Contracting Authority (MOPAC) has awarded a contract for a small number of evidential screening devices(ESD's) for the Christmas Drink Drive campaign. Without service continuation the Authority would experience and be exposed to operational risk due the nature of the environment these products are required for. This contract was awarded for a year to allow time to publish an ITT for a tender and therefore are enacting a negotiated procedure without publication with the current supplier. The MPS shall be relying on PCR Regulation 32(2)(c) whereby insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. The award of contract via the negotiated procedure shall provide adequate time to the Authority to run a competition whilst safeguarding service delivery of ESD's for the foreseeable future. The negotiated award of contract shall commence 3rd November. The Authority expects a replacement contract to be awarded 2024.
