Summary of the contracting process

Highways England is currently planning the "Regional Delivery Partnership Technical Adviser" procurement process, which falls under the design consultancy services industry category. This process is set in England, with an engagement end date of 17 July 2019 for suppliers to provide feedback via a supplier questionnaire. Highways England intends to modernise the strategic road network across England as part of a £9 billion road investment strategy, working with selected Delivery Integration Partners (DIPs) to enhance efficiency and value for money. A supplier information pack has been published to brief potential suppliers on the procurement solution and anticipated delivery methods, including a new procurement solution to be tendered in summer 2019.

This tender presents a significant opportunity for businesses, particularly small and medium-sized enterprises (SMEs) with expertise in design consultancy services, to engage with Highways England's ambitious roadmap for infrastructure development. Companies specialising in infrastructure design, engineering assurance, and project management would be well-suited to compete for this opportunity, offering services that align with the objectives of the Regional Delivery Partnership and contributing towards the effective execution of the ongoing road improvement projects throughout England.

Regional Delivery Partnership Technical Adviser

Notice Description

Highways England has prepared a supplier information pack to provide a summary of the RDP Technical Adviser procurement solution. With this pack we would like to brief potential suppliers on the latest position in regards to our model and thinking. Please see the document at the following weblink: https://s3.eu-west-2.amazonaws.com/assets.highwaysengland.co.uk/Technical+Advisor+info+pack+(Sonia+Kaur)/RDP_TechnicalAdviser_Supplierpack.pdf In addition we would like to obtain further feedback by Monday 1st July to the supplier questionnaire contained in the supplier information pack accessible via the weblink above. Additional information: The Regional Delivery Partnership (RDP) is Highways England's approach to modernising our strategic road network across England. It will manage the PS9bn road investment strategy working with suppliers to effectively and efficiently support three Highways England imperatives: safety; customer service; and delivery. On 7 November 2018, we announced the names of 13 firms who became our Delivery Integration Partners (DIPs). The work is arranged into 18 packages of work, awarded to DIPs in bands of up to PS100m (lots 1 to 3) and over PS100m (lots 4 to 8). A key element of the RDP to enable efficiencies via a programmatic and regional approach is the role of the Technical Advisers (TA). The TAs will be essential to releasing efficiencies and driving value for money, through their economic evaluation and engineering assurance and supervision. The services will be provisioned in two tranches through existing and prospective procurement frameworks to align to the RIP delivery schedule and enable us to deliver the record investment in our roads (via Highways England's Regional Investment Programme). - CDF TA Services have been procured via CDF Lot 1 suppliers with the contract award in May 2019 and will support design assurance and construction supervision for schemes transitioning from CDF to RDP. - RDP TA Services will support new RIS2 schemes throughout RP2 (programme of schemes starting at PCF stage 1). RDP TA services will be procured via a new procurement solution to be tendered during summer 2019.
