PR18: Assessing the quality of the routes'/the System Operator's stakeholder engagement in developing business plans for Control Period 6
Notice Description
We want to assess how well Network Rail's routes and the System Operator (SO) engages with their customers and end users in developing their business plans. This reflects our wider objective of ensuring that Network Rail's customers/stakeholders can play an effective role in influencing what the routes/the SO should deliver, as well as in challenging them where performance falls below what is expected (as necessary). Project objective: The aim of this work is to support our assessment/grading (e.g. a score of 1-5) of the quality of the routes/ the SO's stakeholder engagement in preparing business plans and to inform our wider thinking for stakeholder engagement throughout CP6. ORR's PR18 Draft Determination will discuss our findings on the routes'/the SO's stakeholder engagement. Additional information: Under no circumstances should prospective bidders contact any member of ORR's project team directly in relation to this ITT other than the Procurement team. For audit purposes all communications regarding this tender must be through our tendering portal. Bidders should ensure that requests for clarifications and final proposals are uploaded on to the portal by the time/date set out in the ITT
