Summary of the contracting process

Highways England is currently soliciting tenders for the recruitment of personnel specialising in commercial, procurement, and finance roles, as part of its initiative to enhance its operational capabilities across England's Strategic Road Network. The tender is classified under the supply services of personnel, in line with industry standards. Interested parties should note that the tender period ends on 6th March 2017, with the contract scheduled to commence on 15th March 2017 and lasting until 15th March 2019. The organisation, based in Birmingham, operates with an open procurement method, welcoming applications from diverse suppliers.

This procurement presents an excellent opportunity for recruitment agencies and businesses specialising in talent acquisition to expand their operations by collaborating with a significant government entity. Companies bringing expertise in sourcing technical specialists and those familiar with the geographical resource limitations may find a competitive advantage. As Highways England continues its transformation and increased investment in major road schemes, firms capable of meeting these evolving recruitment needs will be well-positioned to grow their business within the public sector.

Notice Title

Recruitment Requirements for Commercial, Procurement and Finance

Notice Description

Highways England is charged with operating, maintaining and improving England's motorways and major A roads - the Strategic Road Network. We do this both directly and through commissioning - using an extensive supply chain/supplier "ecosystem". Between 2015 and 2020, we will deliver PS15 billion of investment across more than 100 major road schemes. Our employee base is distributed around the country. It includes a uniformed Traffic Officer Service who serve in seven regional control centres and a National Traffic Operations Centre, and who patrol key areas of the network from out-stations around the Strategic Road Network. We also have professional and administrative staff based in seven offices around the country. Highways England was formed as a government-owned company in April 2015, regulated by the Office of Road and Rail (ORR). It was previously an agency (non-departmental public body) of the Department for Transport, and called the Highways Agency. It is now known as an arm's length body of the Department for Transport. The organisation was established as a company to provide it with greater flexibility to run the roads responsibly, successfully and in the public interest, with a longer-term investment horizon and capital funding certainty. This was a significant change, and has resulted/continues to result in transformational change including restructuring and role changes in both front-line and support functions. As a new company there is a significant amount of change being implemented within the organisation structures in order to create a business that is set up to deliver the ambitious future agenda and vision. To realise that vision we have an increased requirement for new skills and a need to expand our existing organisation structures to lead the increasing and changing workload. Typically the roles we would seek support with are technical specialists offering a breadth of experience in their specialism and / or based in a particular geographical location where the type of resource required is known to be limited In addition, due to changes within organisation structures additional other roles may become vacant or new ones be created. This specification sets out requirements for recruitment agencies to provide candidate search services for specialist roles in the specified sector.
