Summary of the contracting process

The Maritime and Coastguard Agency (MCA) has completed a selective procurement process to secure Employee Assistance Programme (EAP) support services as part of the Cranston Inquiry. The contract, titled "His Majesty's Coastguard (HMCG) EAP Support for Cranston Inquiry," falls under the health and social work services category (CPV: 85000000) and pertains to locations including the British Overseas Territories, Channel Islands, Europe, Isle of Man, Rest of the World, and the United Kingdom. The award stage of this procurement concluded on 3 February 2025, with the contract running until 2 August 2026. The services required encompass training, structured professional support, and critical incident support for up to 12 individuals along with their families, aiming to offer trauma-informed aid through the duration of the inquiry. This call-off from an existing framework agreement highlights a tailored and prioritised service needed in relation to the independent inquiry into the events of November 2021.

This procurement provides a growth opportunity for businesses specialising in health and social work services, especially those with experience in providing trauma-informed care. The requirement for a bespoke EAP service tailored for a sensitive inquiry indicates demand for specialised support providers. SMEs and VCSs, in particular those experienced in delivering structured professional support and critical incident response, would find this tender process significant for showcasing capabilities and reinforcing market presence. The selected supplier, PAM Wellbeing Limited, an SME based in Warrington, received an active award notice on 4 February 2025, underscoring the potential for SMEs to win significant contracts in this sector.
