Summary of the contracting process

Bristol City Council has successfully awarded a contract for the "Adult Supported Accommodation Pathways" project, aimed at providing housing services for homeless single people and childless couples. The procurement process, culminating in the award on 27 February 2025, involves several suppliers, including Elim Housing Association, Livewest Homes Ltd, and others, ensuring coverage within the South West of the United Kingdom. The initiative focuses on four specific accommodation pathways and requires providers to offer furnished, one-bedroom units within Bristol's geographical boundaries, available from 1 April 2025. The contract, valued at approximately £26,909,370, spans three years, with options for two additional one-year extensions. This voluntary undertaking hopes to maximise participation from service providers, exempt from Part 2 of the Public Contracts Regulations 2015.

This tender represents a substantial opportunity for businesses operating within the housing services industry, particularly those registered as social housing providers or in the process of registration. The scale of the project—requiring a minimum provision of 50 unit accommodations—ensures that small and medium enterprises (SMEs) can thrive alongside larger organisations, with Bristol City Council actively seeking to engage a variety of providers. As such, this contract provides significant potential for growth by securing a long-term association with a city council while addressing a critical social need. Suitable businesses should be capable of providing specialised housing solutions and have the capacity to deliver these within the specified geographical constraints.
