Summary of the contracting process

The Health & Safety Executive (HSE) has completed a procurement process for the provision of an Internet Only Network Service (WAN), adopting an "Internet as a Network" (IaaN) architecture. This initiative incorporates zero trust principles for its services, ensuring a seamless transition from traditional hub-spoke networks to Internet-based connections. The awarded contract, valued at £847,864, spans from 31 March 2026 to 30 September 2030, covering locations across England, Scotland, and Wales. This project falls under the industry category of 'Networks', with the procurement stage now in the 'Award' phase since 13 February 2026. The procurement method employed was selective, specifically a call-off from a framework agreement.

This tender represents a significant opportunity for businesses involved in network services, especially those capable of designing, implementing, and managing cloud-based solutions. Companies that specialise in IT infrastructure services and have experience in large-scale network projects are well-suited to compete. While the awarded supplier is a large-scale company like British Telecommunications PLC, there are opportunities for subcontractors and service providers with niche expertise in cloud migration, security management, and ongoing maintenance services. This contract enhances the potential for business expansion, offering a substantial role in supporting HSE's critical network infrastructure needs.

Notice Title

THE PROVISION OF AN INTERNET ONLY NETWORK SERVICE (WAN)

Notice Description

HSE is looking to adopt an "Internet as a Network" (IaaN) based architecture for all services (including data centre to cloud links) and offices incorporating NCSC-advised zero trust principles. This entails the removal of the existing hub-spoke infrastructure from all offices and the installation of internet connections of various sizes. HSE colleagues already use the internet as their primary network to access HSE services whilst working from home and from Government hub locations and therefore the assumption is they would similarly use the internet to access all services from HSE offices. The majority of HSE's key services (Telephony, Video Conferencing, Printing , Office 365 etc.) have migrated to become cloud-based services, hence the hub-spoke architecture is no longer considered suitable. There are currently a small number of key business applications that reside on-premise, but these will eventually migrate to the Cloud, as HSE increasingly moves to internet / cloud-based services. This shall mean that the WAN will, equally, become increasingly critical to HSE's performance. HSE's replacement IaaN infrastructure will be required to support access to all of HSE's key services for both cloud and the remaining on-premises services. The Service Provider will provide a complete 'Internet as a Network' (IaaN) service, this includes the design, supply, installation / implementation / transition, maintenance, technical architecture, service functionality / design, security management and ongoing service management.
