Summary of the contracting process

The NHS South, Central and West Commissioning Support Unit is currently in the planning stage for a procurement process titled "NHS England South (South East) Kent and Sussex Prisons Primary Care." Notice Description

This notice is placed as a Prior Information Notice and relates only to a pre-procurement market engagement event. NHS England South (South East) (the commissioners) invites expressions of interest (EOI) from suitably qualified and experienced providers, including third sector and social enterprise organisations, private and NHS organisations, to provide Primary Health services to the prison population across Kent and Sussex and to attend a Market Engagement Event. The aim of the event is to work with potential bidders and stakeholders to understand opportunities and barriers to providing these services across a minimum of 5 establishments and to assist commissioners with shaping their procurement strategy. This is not a call for competition. Primary Care Services will include: * Primary care nursing * GP services * Optometry * Physiotherapy * Podiatry * Prison In-patient units * X-ray * Pain Management It is not anticipated that dental services will be included within this procurement. The anticipated establishments are as follows: * HMP Elmley * HMP Swaleside * HMP Standford Hill * HMP Maidstone * HMP East Sutton Park * HMP Ford The Market Engagement Event will be held on Thursday 15th June 2017 between 14.00 to 17.00 pm at the below venue; Hilton Maidstone Hotel, Bearsted Road, Weavering, Maidstone, Kent, United Kingdom, ME14 5AA If you are interested in attending the provider event please email your interest to scwcsu.procurement@nhs.net by COP on Friday 9th June 2017 with the following details: Name of attendee(s) Job Title of attendee(s) Organisation details, including address and contact details. Additional information: This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHS England or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. NHS England will not be liable for costs incurred by any interested party in participating in this exercise. The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU ("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"), which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime", (Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations). For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
