Summary of the contracting process

The Leicester City Council, in collaboration with Leicestershire County Council and Rutland County Council, is currently in the planning stage for the Integrated Sexual Health Service in Leicester, Leicestershire, and Rutland. This process aims to design and procure the existing joint service with a proposed launch date in early 2019. As part of the tender process, a Soft Market Testing engagement is ongoing, with an engagement end date set for 23rd February 2018. Providers are invited to share their insights regarding the service through a questionnaire, which must be submitted by 25th August 2017.

This procurement presents a significant opportunity for businesses in the health and social work sectors, particularly those with expertise in sexual health services, including contraceptive services, STI testing, and health promotion. Companies that can provide innovative outreach models, professional training, or specialised services for young people would be especially well-suited to participate. Engaging in this process may not only enhance the capacity for service delivery in the region but also facilitate valuable partnerships and collaborations within the industry.

Notice Title

Integrated Sexual Health Service Leicester, Leicestershire and Rutland (Soft Market Testing)

Notice Description

Leicester City Council, Leicestershire County Council, and Rutland County Council, are currently considering options for the future design and procurement of their existing joint Integrated Sexual Health Service, with a view to commencing the proposed new service at the start of 2019. As a part of this process, the commissioners of this service are keen to capture provider experience, skills, knowledge and concerns at an early point to ensure these can be fully considered throughout the service and procurement design phases. At a high level, sexual health services will typically include elements of: * Contraceptive services, * Psychosexual services (sexual health aspects), * Sexually transmitted infection (STI) testing and treatment, * Young people's specific services, * Outreach models (both clinical and non-clinical) and health promotion, * Professional training (including clinical staff), * Network management, and * Sexual health leadership across LLR. The commissioners are undertaking a soft market test. Providers (or prospective providers) of these services are asked and encouraged to kindly share their thoughts and experiences in relation to the questions contained within a Soft Market Testing questionnaire. It is recognised that such questionnaire takes time to complete, and so any level of information will be gratefully received. The Soft Market Testing questionnaire can be found by copying and pasting the following web link into your web browser: http://www.sourceleicestershire.co.uk/contracts/show/id/15816 This completed questionnaire must be returned electronically by email before or no later than 14:00 hours on 25th August 2017 to procurement-asc@leicester.gov.uk with the subject heading: 'Completed SMT Q - ISHS'. This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The commissioners want to capture provider experience, skills, knowledge and concerns at an early point to ensure these can be fully considered throughout the service and procurement design phases. There are therefore no formal criteria which will be used to judge your responses to this questionnaire, and it is not our intention to provide any feedback.
