Notice Description

orth East Lincolnshire Council (NELC) has identified a high priority housing site in its local plan. The site, known as Grimsby West, will deliver 3,500 dwellings, a primary and a secondary school, as well as a local centre on the western periphery of Grimsby. The site is located between A1136 Great Coates Road and A46 Laceby Road. This site is dependent on a link road between the A46 and A1136 at the site's northern and southern end points. The Local Plan (policy 14) describes this link road as a complete highway link between the A46 and A1136 including safeguarding capacity for the delivery of a strategic link in accordance with the indicative concept plan included in the Grimsby West Masterplan'. Policy 37 specifies that "This link will be designed as an integral element of the strategic housing site and not as a 'bypass'". NELC in its Local Transport Plan Highways Strategy identified a strategic relief road around the outer periphery of the Grimsby West site to deliver a strategic link road, providing journey time improvements to the A16 and A180 by means of a bypass route. This route will subsequently extend beyond the geographical limits of the Grimsby West link road in order to provide a wider highway network benefit, providing an onward link to the A16 instead of ending at the A46. The section between the A16 and A46 is not included in the Local Plan An alternative alignment has been identified by the developer team which follows an internal alignment between the A46 and the A1136 crossing Aylesby Road. This would allow access to numerous parcels of developable land within the Grimsby West site. The purpose of this study is to review the existing evidence base, and provide a series of objective assessments which will help the Authority and developer teams to consider which, is the best approach to pursue in the short, medium and longer terms, including design parameters and off-site considerations. ENGIE Services Ltd on behalf of North East Lincolsnhire Council is seeking a suitably qualified and experienced consultant to provide strategic guidance regarding how best to proceed and secure the infrastructure required to deliver against short, medium and long term growth ambitions.
