Summary of the contracting process

The Department for International Development (DFID) has initiated the procurement process for the Girls' Education Challenge Phase 2b (GEC2b) project, aimed at enhancing access to quality education for up to 1.5 million marginalised girls. This process is currently in the Award stage, with the contract period starting from 31 March 2020 and set to conclude on 31 March 2025. The tender was published on 1 November 2019, with a submission deadline of 6 December 2019. This procurement falls under the 'Foreign economic-aid-related services' category and has an estimated value of £19 million, using an open procurement method.

This tender represents a significant opportunity for businesses focused on educational services and gender equality initiatives, particularly those experienced in portfolio and project management and capable of navigating complex environments such as Fragile and Conflict-Affected States. Small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) are well-poised to compete, especially those offering innovative solutions to support education, mentoring, and community engagement to advance gender-inclusive education systems. Engaging with this contract could also facilitate access to new partnerships and funding sources, such as DFID and USAID.

Notice Title

PROJ10008 - Girls' Educaton Challenge Phase 2b (GEC2b)

Notice Description

The Girls Education Challenge programme is an important element of this effort. It is working to provide quality education for up to 1.5 million and highly marginalised girls. Designed as a 'challenge fund', the GEC aims to find better ways of getting girls into school and ensuring they receive a quality education and learn whilst they are there. GEC projects are designed to tackle a range of barriers that prevent girls from benefiting from education. This includes contributing to more gender inclusive education systems and schools; improving teaching quality; providing tailored education support such as mentoring and bursaries; and tackling harmful social norms that prevent girls from going to school. Under phase 2b, the role of the Supplier, operating as a Fund Manager, will be wide ranging and complex, encompassing portfolio and project management and oversight; proactive risk management including in Fragile and Conflict Affected States (FCAS); results and knowledge management and dissemination; and supporting DFID to engage with new donors to expand the programme's reach. The new contract is expected to start by February 2020 and will include a five-month handover with the current fund management consortium. The programme is currently predominantly funded by DFID, with additional funding provided by USAID for project activities in Afghanistan and Somalia.
