Notice Description

THIS IS NOT A CALL FOR COMPETITION Leicester City Council intends to commission a new service to support the improvement of mental and physical wellbeing of parents with vulnerabilities. The contract value is estimated to be PS150,000 in total over three years contract period. Giving every child the best start in life is crucial to improving health outcomes and reducing health inequalities across the life course. The foundations for virtually every aspect of human development - physical, intellectual, and emotional - are set in place during pregnancy and in early childhood. Early years have a lifelong effect on health and wellbeing, educational achievement, and economic status. The aim of this initiative is to provide support to Leicester families to improve both mental and physical health outcomes in parents from vulnerable, isolated, and marginalised backgrounds. This project will also target fathers and male carers, ensuring their voices and needs are not overlooked. The provider of the service will be asked to work with these populations, located across several settings including but not limited to, mother and baby units, hostels, bedsits, and temporary accommodation. By working with partner organisations, and offering a range of activities, the service aims to reduce the social isolation of the target population in the city and will provide them with the mechanisms by which to improve their own physical and mental wellbeing. It is anticipated that tenders for the commissioning arrangement would be sought in January 2022 to enable new contract to begin from 1st July 2022. Commissioners would like to undertake a soft market test. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the potential service model and service definitions. The commissioners will use the information to appraise options and further develop the specification. This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The commissioners are using this process solely to test the market to gather information and ascertain the level of interest in this service. There are therefore no formal criteria which we will use to judge your responses, and it is not our intention to provide any feedback. To participate in this Soft Market Testing, organisations that may be interested, must complete a Soft Market Test questionnaire.
