Notice Description

North of England Commissioning Support (NECS) are working for and on behalf of NHS England (North) Cumbria & North East who wish to commission a Psychosocial Substance Misuse Service in Aycliffe Secure Children's Home. The Service has three overarching outcomes that align with the outcomes for Young People's substance misuse services in the community. * Reduce the harm caused from the use of drugs, smoking and alcohol by children and Young People; * Improve the health, social and family functioning of children and young people; and * Reduce crime and reoffending. The service is to provide substance misuse specific psychosocial interventions to all young people who require targeted or specialist interventions resident within the Secure Children's Home. There is often an overlap between substance misuse, mental health and learning disability problems; it is imperative that the service builds a close working relationship with the CAMHS provider to ensure that a joint care planned approach and multi-agency care plan review process is in place. This will require working in partnership with GP's, primary care nurses, consultants, CAMHS colleagues, Home staff and other key stakeholders. A site visit of the Secure Childrens Home will take place on 05 October 2018. You will need to register your attendance in advance via PROACTIS no later than 12 noon, 03 October 2018. The basic principles that mirror that of the Open procedure will be followed for this procurement to test the capacity, capability, and technical competence of tenderers in accordance with The Public Contracts Regulations 2015, ensuring a fair, open and transparent process in accordance with NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013. Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider: (a) How what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and (b) How, in conducting the process of procurement, it might act with a view to securing that improvement. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being. NECS is utilising an electronic tendering system to manage this procurement and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers and all communications will be conducted via the portal https://www.proactisplaza.com/SupplierPortal/?CID=NECS hosted by Proactis.
