Notice Description

Due to the upcoming expiry of the current contracts, Somerset Clinical Commissioning Group is seeking to engage with providers who have the capability and capacity to deliver Community Pulmonary Rehabilitation and Home Oxygen Assessment and Review Services, for patients who are registered with a Somerset GP. This process is being carried out by NHS South, Central & West Commissioning Support Unit (SCW) on behalf of the Commissioner. The full service scope is in the process of being defined but it is likely to include two lots, one for the provision of Home Oxygen Assessment and Review and one for the provision of Pulmonary Rehabilitation Services for Somerset. The total value of these services is anticipated to be circa PS422k per annum (dependant on final service scope) and will be contracted using the NHS Standard Contract. It is anticipated that the contract term will be 2 years minimum from 1/10/19 with an extension option at Commissioner discretion for a maximum of 2 years. A Market Engagement Event (MEE) will be held on 08/02/2019 (timings to be confirmed in due course, following receipt of bookings) with the aim of gathering information from stakeholders which may be used to shape the final tender documentation. At the event a presentation will provide information regarding the proposed upcoming procurement. Following the event, should any attendees wish to provide feedback then please email scwcsu.whprocurement@nhs.net. To register for the MEE, please complete the Booking Form attached to this Notice and return it to the address and by the deadline specified therein. In the event you are unable to attend but would like to receive a copy of any presentation materials, please email scwcsu.whprocurement@nhs.net and copies will be sent to you. An expression of interest to attend this MEE is no indication of a commitment to participate in any future tender process nor does it infer any special status on those Providers who do attend. An expression of interest in this event will not automatically entitle involvement in any future procurement exercise. Any procurement conducted subsequent to the event will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when it is published. Providers who do not attend this MEE will still be able to apply for the Procurement in the future. Please note that this MEE does not represent a formal stage in the procurement process and attendance will play no part in any subsequent evaluation process. Additional information: This notice is not a call for competition in its own right, and therefore publication or response does not commit NHS Somerset Clinical Commissioning Group or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest to attend this event. NHS Somerset Clinical Commissioning Group will not be liable for costs incurred by any interested party in participating in this exercise. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). Any tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
