Notice Description

This notice is placed as a Prior Information Notice and relates only to a pre-procurement market virtual engagement event and questionnaire. NHS England and NHS Improvement (NHSEI) South East invites expressions of interest from suitably qualified and experienced Prime Providers who have the capability and capacity, to provide integrated healthcare services, equivalent to that available to the local community to Surrey prisons. The prisons in scope are to be confirmed, but are expected to include: * HMP Send * HMP Downview * HMP Coldingley * HMP High Down * HMP Bronzefield NHS England will commission a prime provider model for the provision of services and will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. The indicative date for the contract to commence is 1st April 2022. The indicative annual contract value is PS24 million. This service will be commissioned as part of the overall Offender Health pathway within the prisons and as such this model will ensure an integrated, recovery orientated service delivery system, both within the prisons and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions/services in prison, and facilitating arrangements through the gate into the community to ensure effective continuity of care. Close joint working with other healthcare services, as well as other departments within the prison such as Education, Offender Management, and Physical Education, is imperative to the success of the delivery of this service. The clinical healthcare services in the contract are likely to include (but are not limited to): * Primary Care Nursing including Long Term Conditions nursing * GP provision * Multi-Disciplinary approach to Pain Clinics * In Patients Unit Services including End of Life / Palliative Care * Mental health and emotional wellbeing services including: Primary and Secondary Mental Health and Learning Disability Services * Perinatal Mental Health Service for the female South East estate * Sexual Health Services * Integrated Substance Misuse Services * Inpatient Units at HMP High Down and HMP Bronzefield * Public Health programmes including health promotion and smoking cessation * Pharmacy Services including Medicine Management Service Delivery * Dentistry * Optometry, Physiotherapy, Podiatry, and musculoskeletal provision * Appropriate administrative support (including data intelligence and reporting resource) * Section 7A Public Health Screening * IM&T provision * Escort and bed watches * Constant watch In addition, the provider will be responsible for ensuring that effective and meaningful pathways of care are established with community based specialist health provision, including hospital based services. Additional information: NHSEI intend to conduct a virtual market engagement event with potential prime providers, currently expected to take place on the morning of 19th November and taking the form of a briefing and Q&A opportunity. Prime providers will be able to gain further understanding of the Commissioner's intentions around service requirements and procurement / contracting strategy. Further details of the event including joining instructions and final timings will be provided to those potential prime providers who express an interest, once the PIN has closed. Providers who are interested in attending this virtual event, will need to register on the e-procurement system, In-Tend, available on the following link: https://in-tendhost.co.uk/scwcsu/aspx/Home 'express an interest' in the opportunity and submit a completed market engagement questionnaire (to the placeholder provided) by 12 noon on 12th November 2020. The opportunity and questionnaire can be accessed via the 'current tenders' list on the In-Tend system. Please also provide your attendee details (names, roles and contact details) using the correspondence function of the system. Please ensure an email address is provided for each attendee to enable the event invite to be sent to all those joining. Please note there is a limit of 3 attendees per organisation. This exercise is being carried out by NHS South, Central & West Commissioning Support Unit (SCW) on behalf of the Commissioner. This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHS England or respondents to a future procurement or to any award of contracts, nor provide any process exemptions or preferential treatment to any parties expressing an interest. NHS England will not be liable for costs incurred by any interested party in participating in this exercise. The procurement exercise will be undertaken with potential prime providers, but specialist providers of the services being commissioned may also respond to this notice if they would like commissioners to pass their contact details on to potential prime providers.
