Joint exercise with PR24 and P&O
Notice Description
CCS Framework - Management Consultancy Framework 2 - RM6008 - Lot 4 - Strategic Regulatory Advice Ofwat sought up to 9x policy support roles across the two clusters. PR24 and beyond This cluster of work will shape and design the 2024 price review (PR24) and beyond to accelerate progress towards our long term goals for the sector. Performance & Outcomes The cluster will deliver the best outcomes for customers, society and the environment by driving improvements in company performance informed by intelligent monitoring, and developing and implementing regulatory policy through a variety of tools and relationships. These roles will be intended to provide Principal-level support within the two clusters nature of our work and Ofwat's need to be responsive and flexible, there is the potential for this role to focus on another aspect of work within the two clusters (in discussion and agreement between Ofwat and the successful Supplier). As a result we are looking for transferable skills that could suit multiple policy areas across the regulatory discipline. Key Deliverables and Outputs PR24 design The PR24 design workstream will cover a wide range of issues including: simplification and scope of price review, design of the price controls, role and use of incentives and role and facilitation of markets. Other work that we might potentially need assistance with is the review of the 2014 price review and support to the development of our approach to individual building blocks of the price control such as cost assessment, outcomes and risk and return. OR Performance & Outcomes - Company Engagement The engagement function in our Company Performance Monitoring and Engagement Team plays a key role in this by bringing together internal and external information on water companies. The role will help us to collate this information from new and existing sources, and then to use this to provide the insights to enable us to identify the engagement approach and the regulatory tools to use to influence behaviour and drive improvement in performance. Performance & Outcomes - Covid-19 Our work on Covid-19 is very urgent. Companies are pushing hard for changes to our regulatory framework and assessment. Any decision to change, or not change our approach, could have significant financial consequences for customers and companies. The timing of these decisions are important, early decisions and signals we send to companies will influence how they behave and react and ultimately the service that customers receive. Some of the areas in question, such as consumption of water are central to the long-term resilience of water supplies in England and Wales. We need to properly consider the evidence and understand the potential implications of the decisions on issues such as this. We need to understand the issue and push back as we need to now.
