Notice Description

The London Borough of Ealing is establishing a Dynamic Purchasing System (DPS) for the provision of adult substance misuse intensive community, residential rehabilitation and detoxification/stabilisation services. The DPS will enable the Council to call-off placements either on a spot purchase or mini block basis. Ealing Council is looking for a range of qualified providers to join the DPS. There will be no limit on the number of providers who will be admitted, and additional providers can be added to the DPS throughout the life of the DPS, subject to their applications meeting the criteria. Providers meeting the required criteria will be added on to the DPS and will be notified of individual requirements of work within the specific Lot as they arise, known as a call-off. There is no guarantee of work for suppliers. Ealing wishes to encourage a diverse range of providers to join the DPS, stimulating greater client choice and value for money. There are five Lots within the DPS: Lot 1: Medically Assisted Inpatient Detoxification/Stabilisation Split into two sections: i) planned detoxification and ii) complex/crisis stabilisation Lot 2: Residential Rehabilitation with 24 hour staffing Lot 3: Residential Rehabilitation without 24 hour staffing (quasi-residential) Lot 4: Community Rehabilitation Lot 5: Medically Assisted Front end Detoxification with Residential Rehabilitation The DPS will run for a period of 3 years from Monday 3rd April 2017 with the potential to extend in yearly increments for up to two years. All tender documents are expected to be released via The London Tenders Portal in October 2016. Providers are invited to bid for one, more than one, or all of the Lots on the DPS to be considered for enrolment to the DPS at any time during the life of the DPS. The first set of applications will need to be received by November 2016 but the DPS will then re-open for future applicants from Monday 3rd April 2017 until the end of the DPS. Services purchased via the DPS are required to be accessible to Ealing Council as outlined in the service specifications and terms and conditions of this arrangement. The Council will use ProContract to administer the DPS. Ealing has organised a market engagement event for prospective suppliers to find out more about the procurement, a DPS, and the bidding process to take place at the below date and time.
