Summary of the contracting process

The NHS Shared Business Services is preparing to initiate a tender for the Primary Care Mental Health Service in Merton, with the planning stage currently underway. The contract aims to provide comprehensive mental health care in London, particularly targeting services for residents with enduring mental health issues. Interested parties are invited to a market engagement event scheduled for 23 July 2018, where they can discuss the project with the NHS Merton Clinical Commissioning Group (CCG). The last date for registration to attend this event is 20 July 2018, and the potential annual value of the contract could be up to £3 million, expected to commence in April 2019, with a primary term of three years and the possibility of a two-year extension.

This procurement presents significant growth opportunities for businesses in the health services sector, especially for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that have experience in delivering integrated mental health services. Providers well-versed in working collaboratively with health care systems, particularly those who can lead or participate in consortia, will find this tender particularly relevant. The engagement event will allow potential bidders to influence the planning process and align their offerings with the CCG's vision for effective mental health interventions within the community.

Notice Title

Primary Care Mental Health Service in Merton

Notice Description

NHS Merton Clinical Commissioning Group (CCG) is hosting a market engagement event to discuss its future plans for commissioning Primary Mental Health Care Services. The event will provide an opportunity for the CCG to describe its key objectives from the new service and give interested providers the opportunity to ask questions and shape some of the CCG's assumptions. The new service will aim to: 1. Control access to, and facilitate discharge from, secondary mental health services 2. Increase patient numbers using the Improving Access to Psychological Therapies (IAPT) services, thereby ensuring constitutional targets are met 3. Commission (clinically) effective, evidenced based interventions that deliver positive physical and mental health outcomes for local residents with enduring mental illnesses 4. Contribute positively to the wider local health economy, reducing health service utilisation and cost, particularly through: (a) treatment of people with long term conditions (LTCs) affecting their physical health with clinically effective therapies for common mental health problems, and (b) supporting people with long term mental illness to maintain good physical health. 5. The CCG's aim is to enter into a single contract for these services, which could be with a provider who can lead a consortium of providers, whether from the NHS, the private sector, or the voluntary and community sector or an alternative model. The provider will need to demonstrate good links with physical/acute services to provide holistic services to the local population. The service may be worth up to PS3m per annum and the CCG's current intention is to let the contract for an initial term of up to three years with a potential for a further two year extension, commencing from April 2019. Note that the value and length of contract is still to be confirmed. Bidders will be encouraged to give their views on the length and value of the contract during the market engagement phase of activity. The event will take place on 23 July 2018 2.30pm to 4.30pm in Room 6.3, 6th Floor, NHS Merton and Wandsworth CCG, 120 The Broadway, Wimbledon, SW19 1RH. Please note attendance will be limited to two people per organisation. Interested organisations can register to attend the event by completing and returning the attached registration form to Rachel.Parker@swlondon.nhs.uk by close of business on 20 July 2018.
