Summary of the contracting process

Medway Council is seeking to establish the Medway Housing First service, aimed at providing an intensively supported housing option for vulnerable rough sleepers in the region. This procurement process is currently in the Tender stage, with the tender period closing on 14 May 2018. The contract is expected to commence on 1 July 2018 and run for one year, until 1 July 2019. The total contract value is set at £25,000, and the housing service falls within the category of Other community, social and personal services, specifically addressing the needs in the South East of the United Kingdom.

This tender presents a valuable opportunity for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSE) that specialise in housing support services. Businesses with strengths in engaging hard-to-reach populations, providing innovative support methods, and forging partnerships with statutory and voluntary agencies will find this procurement particularly well-suited to their capabilities. The focus on robust engagement strategies makes this an ideal opportunity for organisations that can demonstrate creative approaches to assisting vulnerable individuals in achieving stable housing.

Notice Title

The provision of the Medway Housing First service

Notice Description

Medway Council wants a Medway Housing First service to provide an intensively supported housing option for the most vulnerable rough sleepers in Medway. The service will need to provide support to former rough sleepers as they become established in their own tenancy. The overall aim is to impact positively on the number of rough sleepers on the streets of Medway who are not able to make use of widely available routes into accommodation, and who have not been able to access supported accommodation and sustain this accommodation. The only stipulation placed on people receiving the service is that they must want to have their own accommodation and understand the responsibilities that this entails. The service must therefore include methods of supporting people who may be reluctant to accept help. This will require very robust engagement strategies from the provider, who will need to work in close partnership with other statutory and voluntary agencies as applicable, and also need to make sure that relationships with neighbours are managed effectively. Additional elements, such as the inclusion of peer supporters or volunteers would be welcomed, as well as any ideas for innovation in the provision of the service or sourcing of accommodation.
