Summary of the contracting process

The Ministry of Defence (MOD) issued a tender for the provision of Civilian Occupational Health Services, as outlined in the Crown Commercial Services (CCS) Framework RM3795 Lot 2. This contract, valued at £2,155,597, targets health service providers capable of supporting approximately 51,000 civil servants, predominantly located across the UK and in select overseas locations. The procurement process is classified as 'selective', with the tender period having ended on 24 September 2020, and the contract period running from 4 February 2021 to 20 May 2022, following a competitive selection of suppliers.

This opportunity presents significant potential for businesses in the health services sector, particularly those experienced in occupational health, wellness programmes, and related HR support services. Companies that focus on improving employee health and fitness for work, alongside those equipped to reduce absenteeism and contribute to workplace wellbeing, would be well-suited to participate. Given the MOD's emphasis on enhancing the civilian contribution to defence, businesses that can offer innovative and effective health solutions may find this tender an excellent avenue for growth.

Notice Title

The provision of MOD Civilian Occupational Health Services utilising CCS Framework RM3795 Lot 2

Notice Description

This requirement is for the Ministry of Defence (MOD) for Occupational Health services and should be read in conjunction with Crown Commercial Services (CCS) Framework RM3795 Attachment 4a - Lot 2 Occupational Health Services. The MOD requires an Occupational Health (OH) service for approximately 51,000 industrial and non-industrial civil servants employed by the MOD and based primarily throughout the UK including Northern Ireland and a number of locations overseas . Scope of eligibility will include all Top-Level Budgetary areas (TLBs) including Royal Fleet Auxiliary (RFA); Defence Nuclear Organisation (DNO) and Defence Equipment & Support (DE&S) Trading Entity. Other trading funds / agencies have separate arrangements for OH and are outside the scope of these MOD requirements. MOD's policy aims are to maximise the civilian contribution to defence by encouraging a healthy workforce that attends regularly. MOD wishes to achieve this both by reducing sickness absence and avoiding claims in the civil courts for breach of health and safety requirements. To this end it is intended to enable line management, as part of its normal business, to: Ensure that employees are fit for work and ensure that work does not adversely affect health. Underpin the delivery of health-related components of wider HR (recruitment, progression, absence) shared services. Identify and assess risks to future regular attendance and be more systematic in planning and taking steps to reduce that risk. Instil a culture where in addition to the above, OH is viewed primarily as a facilitator of rehabilitation rather than a means to defend a decision to dismiss, whilst at the same time maintaining a process that will complement existing HR procedures for managing long-term and persistent short-term sickness absence. Ensure that MOD complies with its statutory duty under health and safety law to provide health surveillance to employees in certain locations and occupations. This contract was placed utilising a competitive procurement with the supplier base under Crown Commercial Services Framework RM3795 Lot 2
