Notice Description

The aim of this work is to appraise the need, potential use, cost/benefit analysis and locational drivers of a UK UDWP. It will assess the state of the market and competition, evidence of market failure and the case for government intervention into a UDWP and multi-use yard, and other potential government support for the UK decommissioning industry. The project should also consider a number of scenarios/sensitivities for the development of the decommissioning industry with consequences for the benefits of a UDWP and multi-use yard. Appropriate consideration of the financing and delivery options for an UDWP and possible forms of government support should be made. The analysis and final report will be used to: (i) inform and provide an evidence base for potential government investment or involvement in an UDWP and multi-use yard. (ii) inform work in relation to the overall policy framework of North Sea decommissioning. (iii) Refine and update input assumptions regarding our understanding of onshore oil and gas platform dismantling and recycling.
