DUD 2017 CONSULTANCY SERVICE FOR EVALUATION OF NEW HERITAGE REGENERATION

Notice Description

In October 2007, the Cabinet of Dudley Metropolitan Borough Council formerly supported the formation of an Arms Length Company which would act as an agent for the Council and funding partners in a joint venture with a private sector partner. The intention was to allow the creation of a dedicated vehicle with a clear focus on delivery; the ability to recruit employees at market rates; flexibility in operation as skill requirements change; together with the ability to scale up and manage other development initiatives in the Borough, if subsequently required. New Heritage Regeneration was created and has been operating since 30 January 2009. In accordance with the HCA Collaborative Agreement an evaluation is now required to consider and measure how this 'dedicated vehicle' has performed during this period. The purpose of the evaluation is to: i. Review the Collaborative Agreement between the HCA and DMBC in line with Section 13 of that Agreement. ii. Ensure that the NHR operational functions and projects have been delivered to time, quality and budget and objectives as identified in the NHR Business Plan have been met; iii. Ensure all impact is identified particularly in relation to the outcomes and outputs included in within the NHR Business Plan and HCA/DMBC Collaborative Agreement; iv. Identify lessons learned and good practice arising from the operation of NHR; v. Identify any further action required Additional information: Is a Recurrent Procurement Type? : No
