Southport & Formby CCG and South Sefton CCG - Improving Access to Psychological Therapies (IAPT) NHS Midlands and Lancashire Commissioning Support Unit (CSU) are working on behalf of Southport & Formby CCG and South Sefton CCG who wish to procure an Improving Access to Psychological Therapies (IAPT) service for patients living in the CCG areas. Reaching Crossens in the north to Bootle in the south, Sefton is surrounded by Lancashire to the north and east, Liverpool to the south and the Irish sea to the west. Sefton as a whole has a population in the region of 280,000. There are pockets of both severe deprivation and extreme wealth and earnings are 14% below the weekly national average. 52% of the population are female and 1 in 5 of the total population is 65 and over. 3 in every 100 residents are from a BME background and it is estimated that the total population will increase by 2.2% by 2037. 1 in 4 Sefton residents have their day to day activities limited by having a long-term condition. Sefton's health care is commissioned by Southport and Formby CCG and South Sefton CCG with a Sefton MBC providing social care for the whole area. The Improving Access to Psychological Therapies has been running successfully in Southport & Formby CCG and South Sefton CCG since April 2015. The CCGs are looking for Expressions of Interest (EoIs) who are able to provide steps 2 and 3 of a stepped care model as defined in the IAPT Manual which will be delivered by a multi-disciplinary team which will be delivered within the following nationally defined modes of delivery: 1. Core IAPT 2. IAPT-Long Term Conditions (LTC) The contract value is approximately PS2,760,000 per annum which equates to PS13.8million over the proposed 5-year contract (a 3-year contract with the option to extend for a further 2-year period). The CCGs are looking to gain Expressions of Interest (EoIs) from providers who could be interested in delivering IAPT services to patients in the 2 CCG areas. This information will inform and assist the CCGs in forming their Commissioning Intentions for IAPT services. The CCGs are only seeking expressions of interest from Providers who are genuinely capable and attracted to this potential opportunity. Please only express an interest if you have the relevant authority to do so on behalf of your Provider. Additional information: This procurement is for Social and other specific services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ('Regulations') http://www.legislation.gov.uk/uksi/2015/102/schedule/3/made Accordingly, the Contracting Authority is only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7 http://www.legislation.gov.uk/uksi/2015/102/part/2/chapter/3/made The Contracting Authority is not voluntarily following any other part of the Regulations. The procedure which the Contracting Authority is following is set out in the procurement documents. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement. Right to Cancel: The Contracting Authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary. The Contracting Authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed.
